From Files to Fieldwork: How Technology Is Reshaping Governance in Bihar

In Bihar's villages, governance is increasingly being driven by digital systems, real-time monitoring and technology-enabled delivery of welfare schemes. Officials across different levels of the administration say these changes are improving transparency, speeding up public services and helping government benefits reach more eligible beneficiaries.

From the offices of the Block Development Officer (BDO) and Circle Officer (CO) to Nagar Panchayats and state departments, technology is gradually becoming central to the implementation of welfare programmes.

The state government has expanded the use of digital platforms to monitor schemes related to education, nutrition, solar lighting, animal husbandry and rural development. Officials say online monitoring, digitised records and improved coordination have strengthened accountability while reducing delays in service delivery.

The Minister of Bihar's Backward Classes and Extremely Backward Classes (BC & EBC) Welfare Department said technology has made welfare delivery more transparent and inclusive.

 "We are reaching more people, especially the poor, because our systems have become technology-driven and transparent. The aim is to ensure that every eligible beneficiary receives government support without unnecessary hurdles."

We are creating a stronger ecosystem for the Backward Classes and Extremely Backward Classes so they can progress through better education, skill development and employment opportunities. With improved resources and modern technology, we are now able to implement welfare schemes much faster and ensure that benefits reach eligible people efficiently and transparently."

Pooja Gehlot, Block Development Officer (BDO) of Khizarsarai in Gaya district, said digital governance has significantly improved administrative efficiency."Technology has made our system more efficient. We are now able to deliver government schemes to people in a better and faster manner while ensuring proper monitoring."

Officials at the urban local body level also point to improvements in governance. A Nagar Panchayat Executive Officer Ujali Raj posted in Kaimur district said increasing public awareness, better resources and stronger monitoring have improved civic administration.

> "Our efficiency is improving because we now have better resources and greater public participation. We are working to provide better infrastructure and civic amenities while taking action against encroachments. The government is vigilant, and we are committed to planned urban development."

Dolly Jha, Circle Officer (CO) posted in Bettiah, said digitisation has accelerated land administration, an area that has historically faced complex challenges.

"Our work has become much faster due to improved resources and a centralised system. Land disputes are common, and many old land records were not properly updated. The government is focusing on modernising records, and we are working to resolve disputes efficiently with public cooperation."

Former Bihar Chief Secretary Amrit Lal Meena believes the state's administrative transformation over the past decade has been driven by a combination of political vision, technology and field-level governance.

 "Bihar has changed significantly in the last decade across several sectors. Leadership has focused on improving public welfare through technology, new policies and stronger implementation. Officers such as BDOs, COs, SDMs and DMs and many more who works under them are the real architects of change because they work directly among the people to ensure schemes reach every doorstep. At the same time, there is still a need for more advanced technology, continuous reforms and stronger monitoring."

While challenges such as land disputes, infrastructure gaps and administrative complexities remain, officials say the increasing use of digital governance is making government services more transparent, accountable and accessible.

As Bihar continues to modernise its administrative systems, technology is emerging not merely as a tool for efficiency but as an important bridge between government programmes and the citizens they are intended to serve.
