IAS Officer Who Inspires by Kindness and Commitment

Patna: From the small village of Matwari in Chhattisgarh’s Durg district to the corridors of Bihar’s administration, Neelima Sahu has emerged as a shining example of perseverance, humility, and people-centric governance. Today, she serves as an IAS officer of the Bihar cadre and is currently posted as Deputy Development Commissioner (DDC), Nawada.

Neelima Sahu’s selection under the Non-State Civil Service (Non-SCS) category is considered a significant achievement in itself. Remarkably, she succeeded in becoming an IAS officer in her very first attempt under this category, highlighting her years of administrative experience and dedication to public service.

Turning Parents’ Dreams into Reality

Neelima’s father, Bhaiya Lal Sahu, is a retired headmaster, while her mother, Dheleshwari Sahu, is a homemaker. Both nurtured the dream of seeing their daughter serve society through the civil services. With unwavering determination and hard work, Neelima transformed their dream into reality.

Learning from Failure, Never Giving Up

Her journey was not without setbacks. Neelima appeared for the UPSC and CGPSC examinations in 2004–05 and 2007–08, but could not make it through. Instead of giving up, she chose resilience. She later appeared for the Bihar Public Service Commission (BPSC) examination and cleared it in her first attempt, beginning her administrative career in the Bihar Administrative Service.

Administrative Journey Marked by Public Trust

Over the years, Neelima Sahu has held several key positions in the Bihar government, earning respect for her empathetic leadership and efficient administration. She has served as District Minority Welfare Officer (Ara), District Welfare Officer (Jehanabad), District Programme Officer (ICDS), and Assistant Director in the Social Security and Child Protection Unit.

In all these roles, her work left a lasting impact, and even today, people in these districts remember her for her compassionate approach and effective governance.

She has also served as Officer on Special Duty (OSD) in the Building Construction Department, Government of Bihar. At present, as DDC of Nawada, she is actively involved in implementing development schemes and strengthening grassroots governance.

Family: Her Strongest Support System

Neelima Sahu’s husband, Amulya Kumar, is a businessman. Their son Agastya Kumar and daughter Anaya are currently studying. The support and encouragement of her family have been a constant source of strength throughout her journey.

Neelima Sahu’s life story stands as a powerful inspiration for thousands of young aspirants across the country. Her journey sends a clear message: failures do not define destiny—perseverance does.
